Introduction to Zhuhai Municipal Bureau of Commerce

The Zhuhai Municipal Bureau of Commerce, established in August 2014, is responsible for investment attraction, domestic and foreign trade and economic cooperation, market development and commercial services. This includes implementing policies, guidelines, laws and regulations relating to the commercial work of Zhuhai, Guangdong Province, and the state, drafting local commercial rules and regulations , and formulating relevant policies, planning and management measures. The Zhuhai Municipal Bureau of Commerce consists of 11 departments, and is also in charge of the Zhuhai branch of the China Council for the Promotion of International Trade, the Zhuhai Municipal Investment Service Center and the Zhuhai Municipal Trade Service Center. 

I. Main Duties:

(I) Implement laws, regulations and policies of Zhuhai, Guangdong Province and the state concerning investment promotion, domestic and foreign trade, economic cooperation, market construction, commercial services and electronic port construction. 

(II) Draft, organize and implement relevant local regulations, rules and policies, and formulate industrial development planning. 

(III) Formulate, coordinate and guide the development of relevant industrial standards.. 

(IV) Manage services, supervise industry, administrative law enforcement, and foreign communications and cooperation. 

(V) Undertake other matters assigned by the Zhuhai Municipal People¡¯s Government and other superior departments. 

II. Internal Organizations: 

The Zhuhai Municipal Bureau of Commerce contains 11 internal organizations: 

(I) General Office 

Manage official documents and meetings; supervise confidentiality, privacy and archive work; supervise information, petition letters and emergency work relating to the Party and the masses; supervise and perform disciplinary actions, inspection, personnel and family planning work; oversee logistics services and other related areas 

(II) Policy and Regulation Department  

Study policies and regulations; formulate important drafts; drive relevant industrial reform; and maintain responsibity for legal affairs. 

(III) Statistical Assessment Department 

Formulate economic indicators to measure municipal investment attraction, trade, economic cooperation and related areas; maintain statistics and analyses of commercial work; manage special funds; supervise, assess and reward the commercial work at the municipal and district levels. 

(IV) Domestic Investment Promotion Department 

Formulate, organize, implement, guide and coordinate domestic investment promotion work, strategies and planning. 

(V) International Investment Promotion Department 

Formulate, organize, implement, guide and coordinate international (including Hong Kong, Macao and Taiwan) investment promotion work strategies and planning. 

(VI) Foreign Investment Management Department (Administrative Examination and Approval Service Department) 

Formulate and implement annual foreign investment guidance strategic plan; supervise the implementation of laws, regulations, contracts and the articles of association by foreign-funded enterprises; coordinate with foreign-funded enterprises to solve problems;, supervise administrative examination and approval, manage onsite and online transactions. 

(VII) Trade Development Department (Zhuhai Municipal Electromechanical Product Import and Export Office) 

Formulate and implement strategic plan for domestic and foreign trade, import and export of electromechanical and hi-tech products; supervise work relating to new foreign trade models and trade policy, manage import and export quotas investigate and supervise the implementation of fair import and export trade measures such as anti-dumping, countervailing, guarantee measures, and other trade remedies. 

(VIII) Processing Trade Department 

Formulate and implement strategic plan for increasing trade; coordinate the interactive development of special customs regulation areas in Zhuhai; investigate and  solve major problems; guide electronic port construction. 

(IX) Economic Cooperation Department 

Formulate and implement strategic plan for regional economic cooperation; manage administrative bodies stationed in Zhuhai; supervise externally contracted engineering; coordinate cooperation with foreign labor manage the the protection of rights and interests of other foreign entities; supervise and guide outsourcing service work. 

(X) Market Construction Department 

Formulate and implement policies and measures regulating market order; supervise the construction of urban and rural commercial systems such as the planning of commodity transaction markets and business outlets, as well as upgrade and reconstruction of farmer¡¯s markets; supervise  supply of emergency management reserves, including basic necessities and important consumer goods; and, be responsible for the monitoring, regulation and control of commodity markets. 

(XI) Commercial Service Department (E-commerce Department) 

Formulate and implement strategic plans for  commercial services and e-commerce; provide guidance, support, services and regulation of the commercial service industry; supervise the circulation of second-hand goods and recycled goods including renewable resources recycling, auction and pawn; guide the construction of e-commerce service systems and platforms.
